Introduction

The Staff Selection Commission (SSC) conducts the Combined Higher Secondary (10+2) Level (CHSL) Examination every year to recruit eligible candidates for Lower Division Clerk (LDC)/Junior Secretariat Assistant (JSA) and Data Entry Operator (DEO) posts in various Ministries, Departments and Offices of the Government of India. Before applying, candidates must ensure that they meet all the eligibility conditions specified in the official notification.

The SSC CHSL Eligibility Criteria mainly cover four important aspects: Age Limit, Educational Qualification, Nationality and Category-wise Age Relaxation. Nationality Criteria

As per the official SSC notification (Para 4)

A candidate must be one of the following:

  • A citizen of India
  • A subject of Nepal
  • A subject of Bhutan
  • A person of Indian origin who has migrated from Pakistan, Burma (Myanmar), Sri Lanka, Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia or Vietnam with the intention of permanently settling in India

A candidate belonging to the Nepal, Bhutan or Person of Indian Origin category must be in possession of a Certificate of Eligibility issued by the Government of India. A candidate for whom this certificate is necessary may be admitted to the examination, but the offer of appointment will only be given after the eligibility certificate has been issued.

Only male candidates are eligible for any vacancies reported in the Border Roads Organization (BRO).

As per the official SSC notification (Para 5)

The crucial date for age reckoning is fixed as 01-01-2026, in accordance with DoP&T OM No. 14017/70/87-Estt.(RR) dated 14-07-1988.

  • LDC/JSA and DEO (all posts): 18–27 years — candidates born not before 02-01-1999 and not later than 01-01-2008 are eligible to apply.

Date of Birth filled in the application form and recorded in the Matriculation/Secondary Examination Certificate will be accepted by the Commission for determining age, and no subsequent request for change will be considered or granted. Mismatch of date of birth is a ground for rejection of candidature.

Educational Qualification

As per the official SSC notification (Para 8, as on 01-01-2026)

Candidates must have passed the 12th Standard or equivalent examination from a recognized Board or University as on or before the cut-off date, i.e. 01-01-2026. The exact qualification required depends on the post:

  • DEO / DEO Grade 'A' in the Ministry of Consumer Affairs, Food & Public Distribution, Ministry of Culture and Staff Selection Commission: 12th Standard pass in the Science stream with Mathematics as a subject.
  • LDC / JSA and DEO / DEO Grade 'A' in all other Ministries/Departments: 12th Standard or equivalent examination from a recognized Board or University (any stream).

Candidates who have appeared in their 12th Standard or equivalent examination can also apply, provided they possess the essential qualification on or before the cut-off date of 01-01-2026.

Degrees/diplomas/certificates awarded through Open and Distance Learning mode by Universities established by an Act of Parliament/State Legislature, or Institutions Deemed to be Universities, stand automatically recognized provided they are approved by the Distance Education Bureau, University Grants Commission.

Document Verification (DV) will be conducted by the User Departments/Organizations after declaration of the final result. Candidates must produce relevant certificates such as Mark sheets and Provisional Certificates as proof of having acquired the minimum educational qualification on or before the cut-off date. Mere processing of the result by the Board/University by the cut-off date does not fulfill the qualification requirement — the result must have been actually declared by 01-01-2026.

Reservation Rules

Reservation for Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), Economically Weaker Sections (EWS), Ex-Servicemen (ESM) and Persons with Benchmark Disabilities (PwBD) will be as determined and communicated by the Indenting Ministries/Departments/Offices/Cadres, as per extant Government Orders (Para 3.1). Candidates must submit the requisite certificate from the competent authority, in the prescribed format, at the time of Document Verification (Para 6.1).

Application Fee

Fee payable: ₹100/- (Rupees one hundred only). Women candidates and candidates belonging to Scheduled Castes (SC), Scheduled Tribes (ST), Persons with Benchmark Disabilities (PwBD) and Ex-Servicemen (ESM) eligible for reservation are exempted from payment of fee (Para 10.1–10.2).

  • Date of Birth entered in the application form must exactly match the Matriculation/Secondary certificate; mismatch is a ground for candidature rejection.
  • Reserved category or age-relaxation claims must be supported by a valid certificate in the prescribed format at the time of Document Verification.
  • Educational qualification must be complete by the cut-off date of 01-01-2026 and supported by documentary proof — the qualifying result must be actually declared by this date.
  • Only one online application is allowed per candidate during the normal application period; multiple applications lead to cancellation of candidature.
  • Candidature is accepted only provisionally at the time of examination; eligibility is finally verified at Document Verification by the User Ministries/Departments/Organizations.
  • Post/Department preference, once submitted through the Online Option Form, is treated as final and irreversible.
