This apex institute is responsible for capacity building, specialized training, empirical research, and policy extension for rural development officers, panchayat functionaries, women self-help groups, and agricultural stakeholders across the state.
Cadre Rules: Uttar Pradesh Rural Development (Extension Training Scheme) Subordinate Service Rules, 1987 (as amended in 1992 and government orders dated 25.10.2024).

Under Clause 1 of Advt. No. 21-Exam/2026, only candidates who appeared in UPSSSC Preliminary Eligibility Test-2025 (PET-2025) and have been issued a valid score card with positive (non-zero and non-negative) normalized marks are eligible to apply.
Candidates under investigation (Under Investigation - UI) or provisional status in PET-2025 results are permitted to apply provisionally, subject to final outcome of the Commission's inquiry.

Experience criteria depend on the specific cadre discipline:
- Mandatory Experience: For Senior Instructor (Production) via Diploma route — minimum 2 years experience in the relevant engineering branch is mandatory.
- Preferential Experience (अधिमानी अनुभव): For disciplines 1 to 9, 11, and 12, having 3 years teaching, training, or extension experience serves as a preferential qualification in case of tie-breaks under Rule 8 and 9.
- For candidates holding a Bachelor's degree in engineering for Production, prior experience is not mandatory for initial eligibility.

As per UP Group-C Direct Recruitment Rules 2015 and Government Notifications dated 31.08.2017 & 20.11.2020, selection is based purely on merit derived from the Written Examination. The interview stage has been completely abolished.
Sequential Selection Stages:
Under Clause 10 of Advt. No. 21-Exam/2026, shortlisting for the written examination will be performed on the basis of Normalized Scores of Preliminary Eligibility Test-2025 (PET-2025).
The Commission will shortlist candidates up to 15 times the number of advertised vacancies category-wise, taking into account all candidates who obtain the cutoff score up to 2 decimal places in the respective category.
Multi-shift normalization will follow Commission Notice No. 42/05/विज्ञा0अनु0(ग्यारह)/2019 dated 22 May 2019 if the exam is held in multiple sessions.
The written examination will consist of one single question paper containing 100 objective-type multiple-choice questions (MCQs) for 100 total marks. The exam will be conducted in offline Pen-Paper (OMR Sheet) format across designated centres in Uttar Pradesh.

There are no descriptive sections or subjective interviews. The final merit rank is strictly based on the normalized/raw marks obtained out of 100.
Total allocated time is 2 Hours (120 Minutes) without any sectional time limits.
PwD candidates eligible for scribe facility will receive compensatory time as per Government of India/UP rules (20 minutes per hour).

Unattempted questions receive zero (0) marks and carry no penalty.
