Documents Required During Document Verification (DV)

As per Para 17.3 and Para 17.4 of the official notification, at the time of Document Verification, candidates have to bring/produce the following original documents:

  • Two passport size recent colour photographs and one Original Photo ID Proof (as listed at Para 16.8) — Para 17.3.
  • Matriculation/Secondary Certificate — Para 17.4.1.
  • Educational Qualification Certificate, as per the requirement of the Post-category applied for — Para 17.4.2.

Educational Certificates

Based on Para 6.2, Para 10.10 and Para 17.4.1–17.4.3 of the official notification:

  • Matriculation/Secondary Examination Certificate — the only document accepted for determining Date of Birth eligibility; no subsequent request for change is considered (Para 6.2).
  • Educational Qualification Certificate, as per the requirement of the Post-category applied for (Para 17.4.2).
  • Mark sheets for all years/semesters of Graduation, and the Provisional Certificate/Degree of Graduation in original, as proof of having acquired the minimum educational qualification on or before the cut-off date (Para 10.10).
  • If claiming a qualification obtained via Open and Distance Learning (ODL) mode, candidates must also produce approval given to the University by the Distance Education Bureau and/or UGC for the relevant period, at the time of Document Verification (Para 10.8).
  • Where Equivalence of a qualification is claimed, the Order/Letter (with Number and Date) from the Government of India/State Government or Competent Authority must be submitted, failing which the application is liable to be rejected (Para 10.6, 17.4.3).
  • For posts requiring Experience as an Essential Qualification, self-attested copies of relevant certificates in support of the claim must be uploaded/produced (Para 10.5, 17.4.4).

Important: The result of the requisite educational qualification must have been declared by the Institute/University by the specified cut-off date — mere processing of the result by the cut-off date does not fulfil the Essential Qualification requirement (Para 10.10).

SC/ST candidates (Para 3.1): Must invariably submit the requisite certificate as per Annexure-VI format from the Competent Authority, as and when called for after the CBE or at any stage thereafter — otherwise claims for fee-concession, age-relaxation and reservation are not considered.

Documents for Central Government Civilian Employees (CGCE)

As per Para 3.5.2 and Para 17.4.9 of the official notification, CGCE applicants claiming age-relaxation must submit:

  • Certificate in prescribed Format (Annexure-X) from the Competent Authority (Head of Office/Head of Department).
  • Self-declaration as per Annexure-X(A), submitted by the applicant themselves.
  • No Objection Certificate (NOC) from the Employer, required at the time of Document Verification — failing which candidature is liable to be cancelled at that stage or any stage of recruitment (Para 3.5.2, 17.4.9).

Note: Age relaxation for CGCE is not applicable for Group 'B' posts, as per DoPT's OM No. 15012/2/2010-Estt.(D) dated 27.03.2012 (Para 3.5.3).

PwBD (Persons with Benchmark Disabilities) Documents

Based on Para 4.3, Para 9 and Para 17.4.6 of the official notification:

  • Disability Certificate in prescribed Format — Annexure-VIII Form-V (single disability) or Form-VI (multiple disabilities) — must be submitted as and when called for by the Commission/User Department. A certificate issued under the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, is also valid (Para 4.3).
  • For candidates in the categories of Blindness, Locomotor Disability (Both Arms affected) and Cerebral Palsy seeking a Scribe: Annexure-VIII of the Notice / Disability Certificate must be uploaded at the application stage (Para 9.1).
  • For other benchmark disability categories seeking a Scribe: Certificate in the prescribed Proforma at Annexure-IA, from a Chief Medical Officer/Civil Surgeon/Medical Superintendent of a Government Health Care Institution (Para 9.2).
  • For persons with disability less than 40% and difficulty in writing, seeking a Scribe: Certificate in Annexure-IIA and Annexure-IIB (Para 9.3).
  • If opting for own scribe: Annexure-IB (Letter of Undertaking for Using Own Scribe), along with a photocopy of the scribe's valid ID proof, signed by both candidate and scribe (Para 9.6).
  • At Document Verification, candidates who availed Scribe/Compensatory Time must submit a photocopy of Annexure-IA, Annexure-IIA, or Annexure-IIB (whichever applicable) (Para 17.4.6).

Important: No subsequent change in the PwBD Sub-Category (OH/HH/VH/PwBD-Other) declared in the application is allowed under any circumstances (Para 8.7).

Ex-Servicemen (ESM) Documents

As per Para 7.1 and Para 17.4.7 of the official notification, ESM applicants seeking fee-concession, age-relaxation and reservation must submit:

  • Certificate in prescribed Format — Annexure-IX, from the Competent Authority (Commanding Officer), wherever applicable (Para 7.1).
  • Declaration as per Format — Annexure-IX(A), submitted by the applicant themselves, as and when called for by the Commission/User Department or at the time of Document Verification (Para 7.1).
  • Discharge Certificate, if discharged from the Armed Forces, produced at Document Verification (Para 17.4.7.3).

Notes: Vacancies for ESM are reserved only for Group-C posts (Para 7.2). Age-relaxation, fee-concession and reservation are not admissible to Sons, Daughters and Dependents of Ex-Servicemen — such candidates should not indicate their category as ESM (Para 7.6).

Photograph Requirements

As per Para 11.7–11.9 and Annexure-XII of the official notification, candidates do not need a pre-existing photograph — the application module captures a live photo via webcam/mobile device during application:

  • Find a place with good light and a plain background.
  • Ensure the camera is at eye level before taking the photograph.
  • Position directly in front of the camera and look straight ahead.
  • Face must be fully inside the delineated camera area — neither too close nor too far.
  • Candidates should not wear a cap, mask, or glasses/spectacles while capturing the photo.
  • In no case should the candidate capture a photograph of a pre-existing photograph — such applications are rejected summarily (Para 11.8).

At Document Verification, candidates must bring two passport size recent colour photographs (Para 17.3), and the same requirement applies at the CBE venue for candidates not using Aadhaar Based Authentication (Para 16.8).

Acceptable/Not Acceptable specimens (Annexure-XII): The notification includes a visual specimen sheet. Photos are not acceptable if: too small, too much extra colour, too close, inverse/mirrored, with goggles/spectacles, blurred, too dark, facing sideways, or with a cap.

Aadhaar Based Authentication exemption: Applications of candidates who opted for Aadhaar Based Authentication will not be rejected on grounds of photograph not meeting the prescribed standards (Para 11.6, 11.9).
