Every fact on this page is taken directly from the official SSC notification (F.No.- E/15/2025-C-2 SECTION, dated 26-06-2025) — Para 14 "Scheme of Examination" and Para 18 "Mode of Selection" — with no assumptions added where the notification is silent.

The exam pattern is the same Computer Based Examination (CBE) structure for both MTS and Havaldar posts; the selection process differs only in that Havaldar candidates additionally undergo a Physical Efficiency Test (PET) / Physical Standard Test (PST). Detailed Exam Pattern

As per the official SSC notification (Para 14.5) — Computer Based Examination scheme

The Computer Based Examination (CBE) is conducted in two Sessions — Session-I and Session-II — on the same day, and both Sessions are mandatory (Para 14.5.1). Candidates get 45 minutes to complete Session-I (60 minutes for candidates eligible for scribes); on completion, Session-I automatically closes and Session-II begins immediately for another 45 minutes (60 minutes for scribe-eligible candidates).

The CBE consists of Objective Type, Multiple Choice Questions, set in English, Hindi and 13 regional languages for Session-I and the General Awareness section of Session-II (Para 14.5.4).

Timing (Para 14.5.2–14.5.3): Session-I duration is 45 minutes (60 minutes for scribe-eligible candidates) and auto-closes on completion. Session-II starts immediately after and also runs for 45 minutes (60 minutes for scribe-eligible candidates), after which the entire CBE ends.

Note (Para 14.6.5): For VH candidates with 40% and above visual disability, there will be no component of Maps/Graphs/Diagrams/Statistical Data in the paper.

Official text (Para 14.5.5): "There will be no negative marking in Session-I. In Session-II, there will be negative marking of one mark for each wrong answer." This is a flat 1-mark deduction per wrong answer in Session-II, regardless of which part the question belongs to.

Qualifying Marks vs. Cut-off / Merit Marks: Qualifying marks (Para 18.3) are the fixed minimum percentage every candidate must clear in each Session to move forward. This is different from the cut-off marks, which are the category-wise, State/UT-wise (MTS) or CCA-wise (Havaldar) marks fixed after the exam, based on vacancies and candidate performance, used to prepare the final merit list (Para 18.5–18.7). Meeting the qualifying marks does not by itself guarantee a place in the final cut-off.

Note (Para 18.14): SC, ST, OBC, EWS, ESM and PwBD candidates may be qualified by applying relaxed standards if the Commission is of the opinion that sufficient numbers of candidates of these categories are not likely to be available to fill the vacancies reserved for these categories.

Selection Process

Step-by-step selection flow as per the official SSC notification (Para 14.1, 18)

Step 1 — Computer Based Examination (CBE)

For MTS: CBE only. For Havaldar: CBE + PET/PST (Para 14.1). Session-I and Session-II are conducted on the same day; both are mandatory.

Step 2 — Session-I Evaluated First (Qualifying)

Session-I performance is evaluated first. Session-II is evaluated only if the candidate meets the category-wise qualifying marks in Session-I (Para 18.2, 18.3).

Step 3 — Session-II Evaluated for Merit

Normalized Session-II scores determine merit. For MTS, category-wise, State/UT-wise and age-group-wise cut-offs are fixed in Session-II (Para 18.5, 18.6). For Havaldar, CCA-wise and category-wise cut-offs are fixed (Para 18.7).

Step 4 — PET / PST (Havaldar Only)

Candidates for Havaldar are shortlisted in a 1:7 ratio (vacancies : candidates) for PET/PST, based on Session-II performance (Para 18.7). Candidates who fail PET/PST are not considered for Havaldar, but their candidature remains valid for MTS as per merit (Para 18.8).

Step 5 — Preference-Based Merit List

Based on Session-II performance, the Post-cum-State/UT/CCA preference exercised in the application, and (for MTS) the candidate's eligible age-group, candidates are considered for the final merit list (Para 18.9–18.12).

Step 6 — Document Verification (DV)

Conducted by the User Departments/Organizations after declaration of the final result (Para 16.1).

Step 7 — Final Selection & Allocation

A single select list is prepared for all posts. Post-cum-State/UT/CCA is allocated based on merit, preference and age-group; once allocated, it is not changed for non-fulfillment of post-specific physical/medical/educational requirements (Para 18.11).

Merit, Qualifying Marks & Tie-Breaking Rules

The official notification distinguishes clearly between different marks-related concepts used in the selection process (Para 18):

Qualifying Marks (Para 18.3): The fixed minimum percentage (30% UR / 25% OBC-EWS / 20% others) every candidate must clear in Session-I and Session-II individually.
Merit-Determining Marks (Para 18.6): For MTS, the merit list is prepared solely on the basis of normalized Session-II performance.
Cut-off Marks (Para 18.5, 18.7): Category-wise, State/UT-wise (MTS) or CCA-wise (Havaldar) marks fixed after the exam, based on vacancies and candidate performance — used to shortlist for further stages or final selection.
Relaxed Standards (Para 18.14–18.17): SC/ST/OBC/EWS/ESM/PwBD candidates may be qualified with relaxed standards if sufficient candidates are otherwise unavailable for reserved vacancies; candidates qualifying on their own merit are adjusted against unreserved vacancies where advantageous to them.

Resolution of Tie Cases (Para 19)

Where more than one candidate secures equal aggregate marks in Session-II, the tie is resolved by applying the following methods, one after another, until resolved:

1. Marks in General Awareness of Session-II.
2. Total normalized marks in Session-I.
3. Date of birth — the older candidate gets preference.
4. Alphabetical order of the names.

Para 18.18: Success in the examination confers no right of appointment unless the Government is satisfied, after such enquiry as may be considered necessary, that the candidate is suitable in all respects for appointment to the service/post.

Post Preference & Allocation

Candidates selected for MTS are posted in various Ministries/Departments/Offices of the Government of India or Constitutional/Statutory Bodies/Tribunals across different States/UTs. Candidates selected for Havaldar in CBIC are posted to different Cadre Controlling Authorities (CCAs); once allocated to a CCA, a candidate serves throughout the service period in that CCA only, subject to cadre restructuring (Para 17.2).

Candidates must give their preferences of Post-cum-States/UTs/CCAs in order of priority in the online application form, using the codes given at Annexure-XVI of the notification (Para 17.3).
Candidates may give preferences for all listed Post-cum-States/UTs/CCAs, or give limited preferences — in which case they are considered only for the vacancies of the Post-cum-States/UTs/CCAs they specifically opted for (Para 17.4–17.5).
"MTS-Others" vacancies are not specific to any State/UT and are separate from the State/UT-specific MTS vacancies (Para 17.5).
Preference of Post-cum-States/UTs/CCAs, once exercised in the online application form, is treated as final — no change is allowed later under any circumstances (Para 17.6).
Candidates are advised to give the maximum number of preferences to improve their possibility of selection (Para 17.8).

Note: Final selection and allocation of Post-cum-States/UTs/CCAs is based on Session-II performance, the preference exercised, and the candidate's age-group; once a Post-cum-State/UT/CCA is allocated, it will not be changed due to non-fulfillment of post-specific physical/medical/educational requirements (Para 18.11).

Important Notes on Exam Pattern & Selection

There is no provision for re-evaluation/re-checking of scores of any stage/paper of the examination (Para 14.5.8).
If the CBE is conducted in multiple shifts, marks are normalized using the Commission's published formula, and normalized scores are used to determine final merit and cut-off marks (Para 14.5.6).
Tentative Answer Keys are published after the exam; candidates may submit online representations against them on payment of ₹100 per question (non-refundable) within the given time limit. The Final Answer Key is used for processing the CBE result (Para 14.5.7).
Candidature is accepted only provisionally at every stage; final eligibility is confirmed only after Document Verification (Para 15.2, 18.19).
If a candidate scores above cut-off marks in any stage but is not qualified for the subsequent stage/final selection for any reason, they must represent to the concerned Regional Office within 30 days of declaration of result, or two weeks prior to the next stage, whichever is earlier (Para 18.21).
SSC does not maintain a waiting/reserve list for multi-factor examinations; the Commission is contemplating a single round of post-allotment "sliding" to fill vacancies remaining unfilled after Document Verification, subject to Government approval (Para 16.3).
Success in the examination confers no right of appointment unless the Government is satisfied the candidate is suitable in all respects (Para 18.18).
